e-Bidding System

Terms and Conditions:

1. Tender form along with BOQ and instructions to bidders etc may be downloaded from local Government website E-bidding (www.lgkp.gov.pk) and KPPRA (WWW.kppra.gov.pk) after publishing in newspaper.
2. As per clause 37(A) of KPPRA rules, all bidders must be registered with Khyber Pakhtunkhwa Revenue Authority.
3. All bids must be accompanied by a bid security in shape of call deposit equal to 2% of the estimated cost in the name of TMO, TMA Razzar call deposit of schedule banks shall be acceptance. Document like enlistment copy of local council board, KPK and photo copy CNIC and NTN must be attached with tender form.
4. Sealed bids must be sent through registered mail/couriers services & should reach upto 26-12-2022 at 12:00:PM and will be opened on the same date at 12:30PM in the presence of bidders by the Tender committee.
5. The tender shall be processed according to “above/below” system based on the Market Rate System.
6. The contractors quoting their bids up to a limit of 10% below Engineer estimate shall submit bid security 2% only of Engineering Estimate.
7. The contractor quoting their bids more than 10% below upto 20% below on Engineering estimate shall submit along with their bids 8% Additional Security of Engineer Estimate Cost in addition tof 2% bid security, if the bid is not accompanied with the required amount of additional security, then it will be considered as non-responsive and the 2% bid security shall be forfeited in favor of Government and the second lowest bidder and so on will be considered accordingly.
8. Similarly, a contractor quoting bid more than 20% below shall submit his bid an additional security on Engineers Estimated cost equal to the differential amount of submitted bid and Engineers Estimate along with detailed rate analysis. In case of more than 20%  below bids, if the bid is not accompanied by the detailed rate analysis and / or required amount of additional security, then the said bid shall be considered as non-responsive, All the securities submitted along with such non-responsive bid shall be forfeited in favor of Government and the 2nd lowest bidder and so on will be considered accordingly.
9. In case detailed rate analysis submitted with the bids is in view of the procuring entity, not convincing the head of procuring Entity may declare such bid as non-responsive without forfeiture of bid securities and record reasons thereof.
10. The procuring entity may offer the contract to next lowest bidder after due diligence in the context of financial difference between such two bids or may advertise procurement Opportunity afresh.
11. Work order will be issued on the availability of funds.
12. All federal and provincial duties/stamp duty and taxes including sales tax will be recordable as per directives of the Government issued from time to time.
