e-Bidding System

TERMS AND CONDITIONS.

1. Tender form /BOQ can be downloaded after publication in the newspapers by the original registered contactors form Local Council Board website. ( ebidding.lcbkp.gov.pk)
2. The Government of Khyber Pakhtunkhwa Local Government Election & Rural Development Department (LCB). Peshawar to insure maximum transparency in the process of the existing E- Tendering system by introducing E-bidding system  circulated    vide notification No.AOl/LCB/Esst:/19-06-2017, dated 19-06-2017, that all the Local Council in the province of Khyber Pakhtunkhwa shall offer their contractor though new                       E- Bidding system.
3. All the enlisted contractor of Local Council Board shall offer their bids by filling rates online w.e.f the date of publication.
4. Option of printing of tender will be visible only to the enlisted contractors on providing online percentage of above/below along with amount, bank Draft No.& date of earnest money and additional security in case of below than 10% and agreeing with terms and condition of tender.
5. All the enlisted contractors have an option to withdraw their bids online up to closing time of tender if they intend not to participate in biding. In case they have applied rates online then they shall be compelled to submit printed tenders documents along with requisite documents to TMA Lachi otherwise will be liable to be declared as black listed.
6. Any tender or offer of works made by any enlisted contact without filling bids online shall be null and void henceforth.
7. The TMA Lachi shall award and print work through new E-Tendering system. Any work awarded and work order issued by TMA without E-Tendering system shall be null and void henceforth.
8. The documents must be attached with the bid such as (i) 2% earnest money in shape of original Call Deposit in the name of Tehsil Municipal Officer TMA Lachi from scheduled banks(ii)enlistment copy of Local Council Board for the year 2018-19 (iii)registration copy of Pakistan Engineering Council for 2017-18 and(iv)copy of CNIC & (v) Copy of KPRA Registration for 2918-19 for each schemes in a separate envelope highlighting name of work (written over the envelope).
9. In accordance with the directions issued by Chief Engineer, LCB, Khyber Pakhtunkhwa, Peshawar vide his letter No. AO (Planning)/LCB/TMA/T-II,Peh:/1-2/.2016 dated 9.4.2018, the successful bidder of scheme No. 15 ( Repair of transformer) must be bound to repair the transformers from the approved workshop of PESCO available at Kohat.
10.   Sealed bids must be sent through registered mail / course service should reach on 22.12.2018 up to 12-00 P.M. and will be open the same date at 02-00 pm in the presence of bidders by the tender committee. Delay in delivery of the tender documents will be the responsibility of bidders and will not be entertained after 12.00 P.M.
11. The Contractors/Bidders who quote their bid/rates more than 10% below the Engineer’s Estimate shall submit an Additional Security in the form of call deposit equal to 8% of the bid cost. After commencement of work by the successful bidder 8% call deposit may be replaced with a bank guarantee of the same amount from the scheduled bank. The additional security shall be released to the contractor in four installments i.e. 25% to be released after  completing 25% of the project, 50% to be released upon 50% completion, 75% to be released upon 75% completion and the remaining amount to be released after completion of the project. In case the bidder a quote more than 10% below the bid cost and the bid is not accompanied the additional security then the bid shall be considered as non responsive and the 2^nd lowest bidder and so on will be considered accordingly”.

13. In case the bidder quotes more than 10% below rates, and not accompanies the same by the additional security than the bid shall be considered as not responsive and the second lowest bidder and so on will be considered accordingly.
14. The tender shall be processed according to “above / below system” based on market rate system.
15. The engineer estimate is framed on the MRS 2017.
16. Tender forms and BOQs must be signed by the original contractor.
17. The successful contractors have to pay stamp duty along with all applicable provincial / federal Government taxes issued from time to time.
18. Bid security of some are all the bidders will be retained by the employer till approved of tender / bid validity period.
19. Complete bids both (original and duplicate) must reach to the TMA Lachi on or before the fixed date / time and duplicate copy will be sent to the Local Council Board Peshawar through special messenger by TMA Lachi as per instructions of the provincial Government.
20. Incomplete / conditional or telegraphic tenders shall not be accepted.
21. The Department will not bind to provide any machinery / testing laboratory and the total cost on it will be borne by the contractors themselves.
22. Any bidders who provide incorrect information should be disqualified.
23. In case of bids become tie the award of contract shall be decided through free toss which shall be bounded as final.
24. The Successful contractor of scheme No.27 (MOL FUND) as well as Executing Agency both will follow the TORs of MOL.
25. The work orders will be issued on release of funds from District Government, Kohat.
