Instructions to Pre-Qualified Bidders

1. Completion Period:  Each lot shall be completed within 18 Months from the date of signing of contract agreement.
2. Only one lot out of 06 lots shall be awarded to each contractor. Thus the wining contractor on each successive bid/date shall stand excluded from the remaining bids, which is also endorsed by LGE&RDDon the requirements of KFW. The evaluation committee will review the list of bidders on each successive date and exclude such contractors/bids, even if found to be lowest among the competing bids.
3. The Bidders shall submit the bid through courier accompanied by bid security equal to 2% of the estimated cost for each lot sealed in envelop in the shape of call deposit (original) before closing date and time.
4. The bidders who quoted their bids / rates more than 10% below the Engineer estimate shall submit an additional security sealed in envelop, through courier in the form of call deposit equal to 8% of the Estimated Cost. If the bidder quotes more than 10% below the Engineer estimated cost and the bid is not accompanied by the additional bid security, then bid shall be considered as non-responsive.
5. The contractors / bidders who offer / Quote their bids / rates more than 10% below the Engineer’s Estimate shall submit an additional security in the form of call deposit equal to 8% of the estimated cost. After commencements of work by the successful bidder 8% call deposit may be replaced with a bank guarantee of the same amount from the schedule bank in the required period.
6. The Electronic bid should be submitted electronically on or before the fixed date / time.
7. Pre-qualified bidders are bound to mention the rates as per notification No KPPRA/M&E/Estt:/1-5/2016”Above/Below System”  based on the MRS-2017 and  KPPRA rules must be followed during the bidding.
8. The downloaded BOQ and calls deposit must be attached along with bid documents / form, if there is any negligence from the bidders in this matter, the department can debar such bidder from E-bidding system.
9. The successful bidder should sign the agreement with department within 15 days and work to be completed as per work order.
10. If more than one contractor has quoted the same lowest bid, then the decision among them for a winner will be made through a draw which shall be binding and final.
11. The bidding committee has the rights to reject any or all the bids assigning valid reasons.
12. The bid security of the 2^nd and 3^rd bidders will be retained by the employer after approval of bid. These bid securities shall be returned after the award of Contract to the successful bidder (1^st bidder).
13. All Federal and Provincial duties /stamp duty and taxes including sales tax will be recoverable as per directives of the Government issued from time to time.

15. The work will be carried out in accordance with specifications mentioned in the PC-1 and as per approved standard of PHED.
16. Procurements rules for this tender shall be as per KFW guidelines supplemented by KPPRA rules as applicable.
17. The bids should be reached in the office of TMA at 12:00 PM and bids will be opened at 02:00 PM on the same day in the presence of contractor or their authorized representative who opt to be present.
