Tehsil Municipal Administration Balakot invite sealed tenders for Re-Tendered Scheme of District ADP 2016-17 from those contractors who have renewed their registration in the relevant category for the year 2019-20, from Local Council Board Khyber Pakhtunkhwa Peshawar.

CONDITIONS: -

1. Tender form & BOQ can be down loaded from Website:  www.lgkp.gov.pk. After one day of publication of tenders.
2. 2 % earnest money must be attached with tender form in shape of Call Deposited in the name of TMO, TMA Balakot.
3. Copy of CNIC and Renewed Registration of Local Council Board must be enclosed with Tender Form.
4. Sealed Covered Tenders original / duplicate envelops separately packed and nomenclature of the scheme name with other required information clearly printed and reached this office through Courier Services.
5. The Rate offered by the Contractor / Firms must in above / below form and the signature of the contractor / firm is mandatory on BOQ otherwise it will be considered defective.
6. The Contractors / Bidders who quote their Bids / rates more than 10% Below the Engineer’s Estimate shall submit an Additional Security in the form of call deposit equal to 8% of the estimated cost. After commencements of work by the successful bidder 8% call deposit may be replaced with a bank guarantee of the same amount from the scheduled bank.
7. The Rates / officer found equal will be decided through draw and the date of draw will be announced during the Tender proceeding.
8. All the levied taxed must be charged on the successor contractors / firms.
9. Work Order will be issued subject to the Availability of funds.
10. Completion Time based on Work Order.
11. Payment to contractor will be made subject to release of funds.
12. A copy of valid Registration Pakistan Engineering Council is essential.
13. All the bidders are required to be registered with KPK Revenue Authority as per Finance Act 2013 (KPK Act No. XXI of 2013) and also enclosed with tender form.
14. The additional security shall be released to the contractor in four installments i.e.25% to be released after completing 25% of the project, 50% to be released upon 50% completion, 75% to be released upon 75% completion and the remaining amount to be released after completion of the project. In case the bidder quote more than 10% below the estimated cost and the bid is not accompanied by the additional security then the bid shall be considered as non-responsive and the 2^nd lowest bidder and so on will be considered accordingly the case will be referred to Secretary Local Council Board for Black Listing of defaulter Contractors/Firms.
15. The Item Rate System is replaced by Above-Below System on BOQ based on MRS applicable. All tenders shall be processed according to “Above/Below System” based on the Market Rate System. In case of donor-assisted projects, the procurement guidelines of the Donor Agency, where required under international obligation, shall be followed in all issues related to procurement of works.
