Terms and condition:-

All the bidding will be through E-bidding System .Tender form and BOQ can be filled and downloaded by the original contractor available on the official website of LGE& RDD,DG Office (www.lgkp.gov.pk) Khyber Pakhtunkhwa after one day of Publishing of NIT in Newspaper.

The contractors are required to fill the tender form and BOQ online and submit a hard copy of the same tender to the concerne d AD Office. The origional and duplicate copies of tendered documents clearly marked as original and duplicate in the name of concerned Nazim And Assistant Director LG&RDD respectively (Sealed in one envelope) must be submitted to concerned Assistant Director Office. The tender document must reach this office up to fixed date and time as mentioned.

The following documents must be attached with bids:

Enlistment and renewal copy in LG&RDD for the year 2017-2018.

Photocopy of CNIC.
-
Power of Attorney (if applicable).

Pakistan Engineering Council (PEC)
4-Tender documents of bidder if found bogus/false documents will be rejected and their registration shall stand cancelled /blacklisted in addition of forfeiture of earnest money and security amount(if any).
5-No tender are acceptable through fax/by hand. Sealed bids sent through registered mail/couriers service should reach up to the specified time and date. The contractor or his representative may be present at the time of opening of tender.
6-Any contractor/firm are bound to mention rates as per notification KPPRA/M&E/Estt:/1-5/2016 “Above/Below System”.
7-The bidder who offer their bid more than 10% below of the estimated cost will have to enclose additional 8% of the Estimated Amount in the Shape of Call Deposit in the name of concerned VC/NC Nazim of District Dir Upper. Along with tender documents otherwise the bid will not be entertained .
8-In case the bid become a tie the contractor shall be decided through a free toss which shall be final.
9-The time limit of each work shall be as per work order issued to successful bidder and the contractor will have to start work within 15 days time period after the issuance of work order failing which the work be cancelled and security /additional security (if any) will be forfeited.
10-All federal and Provincial duties/stamp duty and taxes including sales tax will be recoverable as per directives of the government issued from time to time.
11-The procuring Entity evaluate difference between the quotes rates by the lowest bidder (successful bidder) and second lowest bidder on the basis of general principle of economy.If the difference is more than the forfeited amount of additional security of successful bidder the contract shall not be awarded to the second lowest bidder and the procurement opportunity shall be advertised afresh keeping in the view the general principles of public procurement as enshrined under section of KPPRA Act,2012.(Reference KPPRA Notification No.KPPRA/M&E/Estt:/1-13/2017-18 Dated Peshawar, the June 27,2018).
12-The procuring entity may reject any or all bids after communicating the reasons for rejection at any time prior to the award of contract.
13-Any addition made in terms & conditions in the NIT advertised in the newspaper will be implemented as per KPPRA Rules.
14-Work order will be issued on the basis of availability of fund.
15-All material testing and all sorts of tests will be perform by contractor on the demand of procuring entity.
16-The same terms and conditions should be considered for the advertisement .
