Terms and conditions
(1). Tender documents /BOQ can be downloaded fromwww.lgkp.gov.pk.
(2). The following shall be attached with the bids: (a) Enlistment with DGLG&RDD for the current year (b)PEC Registration for the current year. (c)Photocopy of CNIC (d)BOQ& terms and conditions duly signed by the contractor (e) Proof of registration with KPRA (f) Power of attorney/Proof of ownership (if applicable).(g) Active FBR tax payer certificate (NTN).
(3). The 2% earnest money and additional 8% against each work shall be received in the shape of call deposit from scheduled banks in the name of the concerned Nazim Village/Neighborhood Council from the account of the Firm/Contractor/Bidder.(pay orders etc. are not acceptable) along with Original& Duplicate tender documents in separate sealed one Envelopes should reach office of the Assistant Director LG&RDD Swabi through registered courier services (by Hand submission shall not be entertained) before the closing time and date.
(4). The contractor will have to deposit additional security which shall be 8% of the estimated cost with the tender form if he quotes rate more than 10% below otherwise the bid/Tender will be considered Defective and the tender shall be awarded to the 2nd lowest and 3rd lowest as the case may be.
(5). The time limit of each work shall be as per work order issued to successful bidder and the contractor will have to start the work within 15 days’ time period after the issuance of work order failing which the work will be cancelled and security/additional security (if any) will be forfeited and the same will be awarded/re-tendered as per KPPRA Notification NO.KPPRA/M&E/Estt:/1-13/2017-18 dated 27th June, 2018.
(6). Tender documents having disfiguring / overwriting, manipulation, mistakes or incomplete bid (in any respect) or without earnest money will be considered defective.
(7). If any contractor is involved subletting then the bid shall be cancelled and the blacklisting procedure shall be initiated against him.
(8). The contractors/firm/bidders are bound to mention rates as per notification No.KPPRA/M&E/Estt:/1-5/2016 “Above/Below system”.
(9).Tender forms and BOQ shall be signed by the contractor concerned otherwise the bid shall be considered as defective.
(10). All Federal and Provincial duties/stamp duty and all applicable taxes will be recoverable as per directives of the government issued from time to time.
(11). Tests of any construction material shall be performed on the risk and cost of contractor.
(12). In case bids become tie, the contract shall be awarded through a free toss which shall be final.
(13). The advertisement is in consolidated shape, the tender shall be opened in presence of tender opening committee.
(14). The contractors who offered their bids online but do not send the hard copies or incomplete/defective documents or not submitted on time, will be debarred from tendering process of Director General LG&RDD KPK in the future and their case will also be sent to the competent forum for blacklisting.
(15). The contractors must be registered with KPRA (Khyber Pakhunkhwa revenue authority) otherwise their bids will be rejected.
(16). The executing agency reserves the rights to reject any bid by assigning cogent reason under KPPRA rule No.47.
(17). The rules/regulations of Govt. of Khyber Pakhunkhwa, issued time to time will be strictly abide.
